Rules for buying land in Jordan

Who can buy

Non-Jordanians need the Minister of Interior's approval; reciprocity applies except for Arab nationals. Border, archaeological and historic areas are barred.

Residential or agricultural

Foreigners may own residential property inside urban boundaries with approval. Expat guides say agricultural land is effectively off-limits without a specific exemption.

2026 reform

Law No. 17 of 2026 (Official Gazette, September 2026) lets non-Jordanians own or lease a private residence outside urban planning zones up to 10 dunums with the Finance Minister's approval, replacing Cabinet approvals for larger rural homes.

Size limits

Under Law 13 of 2019 as amended in 2023, a private residence inside planning limits can be approved by the Lands and Survey director up to 10 dunums if the buyer owns no other property in Jordan, and by the Finance Minister up to 20 dunums; larger holdings go to the Council of Ministers (law-firm summary of the statute, so confirm).

Site plan

Applications need a site plan issued by the municipality within the last year.

Dual nationals

A buyer with dual nationality must disclose it, or the sale contract can be void (Tamimi & Co).
Checklist

What to check before you buy land in Amman

  • Title deed and boundaries
Check the owner, the plot number and boundaries with the Department of Lands and Survey, and whether the plot is mortgaged or shared.
  • Zoning
Find the plot's zoning category with the municipality: it decides what you can build and how much.
  • Building permits
The Greater Amman Municipality's 2026 permit system changes procedures; ask its licensing department what applies.
  • Access and services
Road access, water, electricity and sewage connections.
  • Plot shape and slope
Amman is hilly; slope drives construction cost.
  • Fees
A registration fee of up to 3% and 3% sale tax apply on a sale; confirm who pays each.
