How does off-plan buying work in Jordan?

The usual vehicle is a promise-to-sell contract registered at the Department of Lands and Survey and tied to the plan drawings, which the court can enforce. Law 17 of 2026 adds bank-approved allocation certificates and a Department regulatory unit for off-plan sales. We found no developer-licensing or escrow rules, so do your own checks of the title, permits and developer.

Sources: Law 13 of 2019: promise to sell (text mirror) · Petra: off-plan certificates and regulatory unit · Petra: works permit and clearance for apartment sellers. Legal points come from law-firm summaries and text mirrors of the statutes, not the Official Gazette, so confirm anything you rely on with the Department of Lands and Survey or a Jordanian lawyer.
