Approvals first

Who can buy, in short

Non-Jordanians may buy only with the approval of the Interior Minister under Article 133 of the Real Estate Ownership Law (as amended, in force from 17 September 2023). Reciprocity applies except for Arab nationals, border, archaeological and historical areas are barred, and the permit is personal and non-transferable. Spouses and minor children count as one person.

An amending law, No. 17 of 2026, was published in the Official Gazette in September 2026 and is reported to take effect about 30 days later, around 10 to 12 October 2026. It lets non-Jordanians own or lease a private residence outside urban planning zones, up to 10 dunums, by decision of the Finance Minister on the DLS Director's recommendation. Read the foreigners guide and the ownership limits guide for the detail, and confirm with DLS.
